You should take a look at SafeSquid - Content Filtering Internet Proxy.
Although it is a commercial product, a full-featured free edition is offered for both Linux & Windows.

You can use multiple methods to control and secure a user.
A few features that might make sense to you are -
  • Use the open source Clam Anti Virus with SafeSquid to scan all in-coming content content for virus, spy-ware, phishing, etc.
  • Use the free-for-home-users Website Blacklist database from shallalist.de, to allow / block access to websites based on the category that they belong to, like - porn, adult, games, social-networking, etc.
  • Use Keyword Filter to block access to web pages that are pornographic in nature. This does not block access to news, articles, discussions on porn, or medical websites.
  • Use PicBlock (free) to block access to porn images.
  • Use open source Log Analyzers like Sarg to generate detailed usage reports. It also has an option of emailing reports.
Apart from the above, there are many other filtering options available, like Cookie filtering, Mime filtering, Header filtering, etc. but they are required more by corporate users than home users.

Although SafeSquid is a very powerful content filtering software, let me warn you that it might require some learning curve initially. But there is a lot of help available, like -
