OK. First problem I see is your Sent Items is very large.
Create some subfolders of it in OE and split up the contents of the Sent Items into the subfolders.
To do that, in OE right click the Sent Items in the left folder pane>New Folder. Do that at least 3 times, naming each Sent 1, Sent 2, Sent 3.
Select about a third of the messages in the Sent Items and move them to Sent 1. Repeat for the other folders until Sent Items is empty.
Quick selection method is to click a message, scroll down and while holding the Shift key on your keyboard down, click another message. Everything in between will highlight.
Once empty, select Sent Items and click File>Folder>Compact.
Open the Message Store folder and close OE. You should see the 3 subfolder DBX files you created, Sent 1.dbx, Sent 2.dbx, Sent 3.dbx. Seeing them guarantees you're in the right place.
Check the size of the Sent Items.dbx. It should now be down to between 55-70KB (give or take a few KB).
Each of the new subfolder DBX's should be over 100+ MB due to the messages you moved into them in OE.
While in the Message Store, Delete the Outbox.dbx.
You're saying the Outbox is empty in OE, but the DBX says its loaded with over 13 MB of data. It should be between 55-70 KB.
Open OE and see what size the Outbox.dbx is that gets regenerated (you may need to refresh the Message Store folder to see it).
Send yourself a test message and then recheck the sizes of the Sent Items.dbx and Outbox.dbx.
