i have Java 1.7 for both IE & non IE browsers installed and enabled. However, in control panel Java is represented by an empty folder. Clicking the folder returns a message that Java is not installed. However, java runs fine. I cannot access the Java console. I have uninstalled Java and reinstalled it but that does not resolve the issue. Is there a missing file or registry key? Thank you.

As far as I am aware, Java doesn't come in browser specific versions but Adobe Flash Player does. JavaScript (often confused with Java) also has different versions but it is not a separately installable program but is included in your browser software.

If you go here with each browser you have installed, you can get confirmation of your Java version and find out if it is enabled and working in each browser; http://www.javatester.org/ As a bonus you can also check if JavaScript is working!

that is a common problem when you have installed the 64 bit java
uninstall that version of java & install the 32 bit java , even if you have a 64 bit windows

Thanks for the feedback. I uninstalled Java and then used CCleaner and Registry Booster to remove any left over registry values related to Java. However, the empty java folder remains in control panel (cp). I did a registry search for anything java related and found several instances of java6 & java7 including .cpl. I'm not certain if manually removing all of these instances is safe and will not cause windows instability or reboot problems. A rescan with the above two programs did not pick up these leftover entries. Any suggestions? thanks.

P.S.: I have not reinstalled Java.
