Anybody used a free program for creating desktop icons ? Are they safe ? Easy to work with ?

I use the GIMP, which is both free and safe, though the learning curve is steeper than you'd perhaps like.
It's an all round image editor with the ability to export to .ico files. If you use multiple layers you can also specify different icons for the different sizes.

Framed as it is your question cannot be answered. Some icon editors will be powerful, intuitive, and free. Some will be bug-ridden, intractably complicated, or spyware. No answer will fit all editors.
