What do you want it to do? It's pretty much useless in a windows machine.
What kind of keyboard combines these keys?

Try holding your Ctrl key while pressing the scroll lock key, and if that doesn't work, try holding Shift, or Alt .... hopefully one of these combinations will cause it to work. Good luck

If you need it to operate a KVM, your best bet is to get a different keyboard.
These keyboards without a separate scroll lock key send a key combination to the keyboard driver which then tells the OS that scroll lock was pressed. This only works if you've installed the software that came with the keyboard. You'll need to check the keyboard manual to see what combination works, CTRL+Insert, CTRL+ALT+Insert, etc.

This works for software apps like Excel, and some Games that use that key, but the KVM switch needs to see the actual scroll lock scancode, which these keyboards don't actually send.
