I am trying to play the above audio file and cannot. Do I need a plug-in of some sort to do so?

That's not an audio file. It's probably a torrent. Torrent discussions are not allowed here, so if you downloaded the file that way, we can't help.

If you think it is an Audio file then the most logical answer to the software that created it is probably the 2nd example but I can't find that software on the Internet.

You need to find out what software created the file.
