Hi and welcome

The program may need to be uninstalled, then reinstalled.

I've done this many times, I downloaded a new version but no result. When I install Skype on my computer I can't open it. I've had Skype for many years but I've not had such a problem before.

Never found anything regarding that particular error code.

When you uninstalled it, did you also delete application folder and remove any entries from the registry?

Unless it's just a bug in the newer version that won't work properly with your OS.
Have you tried using an older version to see if it works?
You can get one here: http://www.oldversion.com/Skype.html
