Sharing WiFi
I'm not going to say I am sharing my wifi, but let's say per se I don't put a password for my wifi and someone manages to use my ISP. Is there certain websites, popups, or foreign websites that they can click on and have my credit card charged without me knowing? I heard that's possible and I wouldn't be able to see if I've been charged until months later.

If they have access to your network they can monitor your network traffic. Now granted most traffic is encrypted over SSL but you are just inviting people in to try and hack your personal computer to put a trojan on it from some MS exploit that hasn't been patched. Then they for sure will have your Credit Card number if you do online shopping.

No more that the staff running your credit card a couple a extra times and filling out the form later. I do NOT know a any way one can access another's charges after the fact. The staff at the site, MAY be able to, but they would not be in business long.

I would NOT be doing business across the internet unless you knew about the said site.

Let's say I don't do online shopping, not entering in my credit card details, and also the staff at the site don't get access to my computer. Can other people, such as neighbors, capable of doing this?

With the right knowledge and skills, anyone can be capable of anything. If you have any concerns, setup a password on your WiFi.

No, if you don't use your credit card over the internet then neither can anyone else have access to it. Check your statements each month.
For peace of mind just use a password on your router for using the wifi system.

Better yet, if you can access your account online, check it daily if needed.
