Run it with VMWARE Player, available free from www.vmware.com. SInce CENTOS is a free download, it's all free.

Probably not (have a Windows emulator). What is it that you are wanting to do?

If you want to run Windows applications in CentOS try WINE (but note that "Wine Is Not an Emulator").

I am also confused as to what you want to accomplish.
Do you want to run Windows as a Virtual Machine inside CentOS or do you want to run CentOs as a virtual machine inside Windows. Either way you could do it with VirtualBox.

As Terry has said, if you are trying to run Windows Applications on CentOS then WINE is your best bet but I wouldn't guarantee it to run the majority of your Windows Applications.

There's WINE. If that would work for you.
