Other software says my browser is open even after I shut it down

Could this be behind the problem that I have about 20% of the time I try to shut off my computer and it restarts? Today closed the Firefox browser as usual, then tried to update SpyBot. When I went to run the Immunize function, I received a message that my browser was still open. I opened Task Manager, but that said that there were no programs open. When I tried to run CCleaner, I got the same message - that I had an open browser. I did notice that the HD light did not come on when I did close Firefox. Usually the HD light will flicker for a few seconds after I click on the red X in the upper right corner of the screen. What could be causing this?

In Task Manager, look under the "Processes" tab for firefox.exe.
