Keyboard problem with @
@ has moved to 2 uppercase and " has moved to ' lowercase I have checked on Regional & language and everything there is OK

Please elaborate. What, exactly, happens when you press 2, shift-2, quote, and shift-quote?

I'd guess you missed one setting. Your keyboard is set for English (United States) instead of English (United Kingdom) or whatever it should be for your location. I'll use United Kingdom as an example, substitute the correct one for your locale.

Control Panel | Regional and Language Options
On Regional Options tab, select English (United Kingdom).
Click Apply.
Click Languages tab, then under Text services and input languages click the Details... button
Under Default input language, select English (United Kingdom) - United Kingdom
Under Installed services, highlight and remove any entries you don't need.
Click OK
On the Advanced tab, under Language for non-Unicode programs, select English (United Kingdom)
Under Default user account settings check the box to Apply all settings to the current user account and to the default user profile
Click OK
.

Hello I have solved the problem I had tried changing the settings previously and because I didn't restart my computer it didn't work. But now its fixed.
