I want to format a cdrw on a PC that a mac os9 machine will read.

I used roxio's direct cd format and the mac laughed at me and told me the cd was unreadable by it and id I want to initialize it? I take it to mean format it, which would probably make it unreadable on the pc.

I'm not even sure this mac notebook has a cdrw drive in it. I tried putting a blank cdrw in it and it still came back that the cd was locked. Default and only selection was ProDos for initialization.

In all probability, the Mac drive is Read-Only. It probably won't read RW-CDs at all. Try a R-CD.
