processor speed in video editing
Now i know that when it comes to video editing that macs are better but is a 1.33ghz enough to do some basic video editing? I am comparing a PC and a G4 ibook both are the same except that the mac has 1.33ghz as opposed to the 3.06 ghz the toshiba has.

It depends upon how basic your basic video editing is going to be. If you're talking about putting together home movies using iMovie and burning it to DVD with iDVD then you'll be fine with the iBook. If you're talking about rendering copious amounts of CG effects then you'll want more horsepower.

1.3 will work fine for basic video editing (not working with huge files), but basic video editing can be done on either Mac or Windows.
