is it possible...
...does apple sell its OS-X in a format that can be installed on a new, homebrew computer? As we all know, mac's are better for audio/video utilities, which is what i need, but i'd prefer not to *buy* a mac if i don't have to.

Not by Apple at this time. What CAN be done is to buy older G4 tower computers and buy new upgrade cpus AND VIDEO CARDS, thus buy "upgraded" older Macs.
The Intel OS X for Macs has a routine that looks for a TPM module before booting although there is a constant battle between hackers to circumvent this. Expect this hacking "war" to escalate as Apple rolls out os x for intel. In any event any hacked Mac os will never be supported by Apple itself. It may be in fact negated if indeed it is able to be sucessfully installed. At best such a modus operandi could be fraught with issues such as having Apple updates nagating such "hacks". Just buy a Mac or don't bother at all is the BEST safest advice.
