Without more information it's impossible for me to say with any certainty. It could be QuickTime, it could be Windows Media Player, it could be RealPlayer, it could be Shockwave, Flash, etc.
I wish I could be of more assistance. If you do find out what the operative application/plug-in is just go into its preferences and tell it what refresh rate you're wanting.
Alternatively, it could be something specific to the site itself. If there is a profile-type thing for the site you're using it may be that you can set preferences therein that relate to how quickly your browser is prompting the server for a refreshed image.
Hope this is of some help, though I have a feeling it really won't be.
As a last resort (or perhaps before that) you might consider contacting the administrator of the site, describing your problem, giving him detailed information regarding your new computer (including OS version and RAM available), browser (including version number) and whatever other information you might think applicable to the problem. The more info the better in situations such as this, even if you provide things that are immaterial--s/he will be able to discern what is relevant and what is not. S/he may be better able to point you towards the solution you seek!
