Why can't I turn on the Preview Pane in MSOutlook 2000?

Open Outlook, click on View in the main menu, and if you don't see Preview Pane, then click on the double downward arrow, which will expand the menu to all the available items.

I can see Preview Pane in the View menu but it is not in bold letters so nothing happens when I click on it.

Remember if you are opening Outlook using the /safe switch the preview pane is not available.
