Seeing as your question is about RedHat, and now Windows 9x, I'm moving your question.

How are you trying to install it? via .rpm, redhat's package tool?

I think there's an option to force an rpm to install, if that's how you're doing it.

If you ask me, I say compile it yourself. You'll run into much less trouble than you would with rpm. From looking at licq.org, I saw that there's a .tgz you can download. All you have to do is extract that (tar zxvf blahblah.tgz), then move to the folder and issue these commands:

./configure
make
make install

The homepage says the default install is /usr/local.

Please let me know if you have any problems.

I did a bit of digging, and some newsgroup-scanning, and I've found a few more ideas you may want to give a look to.

First, you might want to try installing an older version of licq (0.61 instead of 0.71) due to the new library support required for 0.71.

Second, you could try and track down your missing library(libstdc++.so.2.9) and get it installed. I'm not sure where you could find this, I'd check www.redhat.com first for any updates you may find. I think the library that's missing has something to do with qt.

I'd probably try the older version first, but you may be more comfortable playing around w/ libs than myself.

Here's a link to the rpm's for your missing library.
http://rpmfind.net/linux/RPM/libstdc++.so.2.9.html

Grab one, install it, let me know.
