I suppose that makes sense.
Is the proposal to duplicate it at the bottom (as with the reply button) or only to have it at the bottom? Also, where at the bottom should it go?

While I think a duplicate would increase the likeliness of the user seeing it, it increases the clutter on the site. So if the one button is placed correctly, I think it will do the job.

As for where I think it should be placed, I've attached a screenshot.

Obviously size is up for debate, but I think one of those three options would be the best.

I think once beside the Reply button would be enough. That's where you land after reading the last post. Anything lower down and you have to scroll to see it.

Unrelated, but what happened to "Distinguished Member", etc., upon reaching a certain post count?

Just noticed that every "normal" user is just "member" now.

As for putting an explanation, perhaps something like "Has this problem been solved? If so, click "Mark Solved." (But make "Mark Solved" the button. But in order for that to work, the button couldn't be directly next to the Reply button, it would have to be more centered.
