I have done much research on this issue, with no solution nor understanding of why the problem started early in 2012. A few, such as the above post, users are experiencing this exact same issue.
Keep in mind, there have been no changes to the Outlook 2003 system, other than known or secret Windows Updates.
Two diagnosed issues:
1) Messages show with some MIME encoding within the message
2) Messages show with 100% MIME message, ie: the raw source-code message, incl attachments in base64 encoded text.
The messages seem to be from specific senders. Other senders are received properly.
In one example, in Feb person X sent us a message, received normal and proper. In March, the same person sent a similar message, and it arrived as 100% MIME.
Therefore clearly something changed in Outlook 2003 or with the senders client.
We receive a similar issue with Thunderbird 14 > Outlook 2003. But only the html lists are showing as MIME.
Any insight or solutions would be appreciated. Our solution, being that there seems to be no solution on the Internet anywhere that we can find, is to abandon Outlook.
