Can't Add Workflows in Sharepoint
Am running MOSS 2007 on a virtualized Server 2003 R 2 install. Everything runs fine, but...

Using MOSS 2007 from the browser, I can't add or edit workflows. Have tried this on both the server and on various user machines, and on more than one site. I can add workflows under Sharepoint Designer and view them in the browser; I just cannot add or edit via the browser, which cuts out a lot of the more useful WF templates. The workflows added from Sharepoint Designer function properly, so I know the feature is running. I have a hunch this has something to do with the permissions, but am stumped as to where the setting is.

Attached an image of what I am seeing from the browser. Note the lack of an "add" button. Can click the link to edit the workflow, but tells me that I cannot edit within the browser window.
