Missing Outlook.xml file

I've searched all over the internet for an answer to this...

One of my users reported that his Outlook (2007) shortcuts were disappearing each time he exited. I proceeded to check the Outlook.xml file for corruption but noticed that it is missing altogether. I have no idea why/how this has happened, and how to solve it.
