Section 2.a of the license terms:

a. Licensed Device. You may install one copy of the software on three
licensed devices in your household for use by people who reside there |
So they have to be the same address. A student away at school still qualifies to use it if their legal residence is the same. If they are out of state and have established residence to qualify for In state tuition rates though, they are no longer considered to be residing at home.
Their school may have an Academic version available that is inexpensive.
The internet provider has nothing to do with it, though the IP address is sent to MS when the software is activated. A different IP address when the system does a validation may require you to re-activate, but I'd expect that it would have to be seen as an IP from quite a distance away. Wouldn't be user friendly if it required you to reactivate because you are using the free wireless in the coffee shop one day.
