Home Surrounded in Saudi Militant Search

RIYADH, Saudi Arabia (AP) -- Police cars and armored vehicles flooded the al-Malaz neighborhood in the Saudi capital Sunday as security forces surrounded a house where suspected militants were believed to have taken refuge after a shootout with police.

The massive operation was under way in the same district that was the focus of a huge security sweep against militants sought in the beheading of American hostage Paul M. Johnson Jr., whose body has still not been found.

Johnson's kidnappers had help from sympathizers within the Saudi security forces, according to an account of the operation posted by the al-Qaida cell on an Islamic extremist Web site Sunday. The sympathizers gave police uniforms to the militants, who then snatched the American engineer at a fake checkpoint in the city, the posting said.

The account highlighted fears that some diplomats and Westerners in the kingdom have expressed, that militants have infiltrated Saudi security forces, a possibility Saudi officials have denied.

Saudi King Fahd vowed that militants in the kingdom would be stopped.

"The perpetrators of these attacks aimed at shaking stability and crippling security - and it is a far-fetched aim, God willing," he said in a speech Sunday to the advisory Shura Council. "We will not allow this destructive bunch, led by deviant thought, to harm the security of this nation or affect its stability."

Police barricaded off the al-Malaz district in Riyadh, where security forces were surrounding the house. Witnesses told The Associated Press that they saw shooting between suspects and police before some men fled on foot, seeking refuge in the building.

It was the same area where Abdulaziz al-Moqrin, believed to be the leader of al-Qaida in Saudi Arabia, and three other militants were killed in a shootout with Saudi security forces on Friday, hours after their cell killed Johnson and posted photos of his body and severed head on a Web site.

The foreign affairs adviser of Crown Prince Abdullah in Washington, Adel al-Jubeir, said Saudi officials were still looking for Johnson's body. "We are still combing through neighborhoods. And we hope that eventually we'll find the body and restore it to his family," he told CNN's "Late Edition."

According to the account of Johnson's kidnapping, militants wearing police uniforms and using police cars set up a fake checkpoint June 12 on al-Khadma Road, leading to the airport, near Imam Mohammed bin Saud University.

"A number of the cooperators who are sincere to their religion in the security apparatus donated those clothes and the police cars. We ask God to reward them and that they use their energy to serve Islam and the mujahedeen," the article read.

When Johnson's car approached the checkpoint, the militants stopped his car, anesthetized him and carried him to another vehicle, the article said. Earlier Saudi newspaper reports had also said Johnson was drugged during the kidnapping.

The article said they then blew up Johnson's car.

Security officials said last week that Johnson's car was found near Imam University. Saudi press reports said the car was booby-trapped and later caught fire.

In a separate article on the Web site, al-Moqrin justified the killing of Johnson, pointing to his work on Apache attack helicopters for Lockheed Martin.

Johnson "works for military aviation and he belongs to the American army, which kills, tortures and harms Muslims everywhere, which supports enemies (of Islam) in Palestine, Philippines, Kashmir," al-Moqrin wrote.

Al-Moqrin replied to critics urging the release of Johnson, saying: "Do those people want to see this infidel carry on the killing of the children and the raping of the women in Baghdad and Kabul?"

The articles appeared in Sawt al-Jihad, or Voice of the Holy War, a semimonthly Internet periodical posted by al-Qaida in the Arabian Peninsula.

The same day Johnson was seized, Islamic militants shot and killed another American, Kenneth Scroggs of Laconia, N.H., in his garage in Riyadh. Earlier that week, militants in the capital also shot and killed Irish cameraman Simon Cumbers, who was filming for the British Broadcasting Corp. when he was shot, and another American, Robert Jacobs of Murphysboro, Ill.

After the kidnapping, Johnson's captors said they would kill him on Friday unless Saudi Arabia released jailed al-Qaida militants - a demand the Saudi government refused.

Sunday's al-Qaida article said the militants decided to behead Johnson when al-Jubeir declared that Saudi Arabia would not negotiate with the kidnappers.

"The stupid Saudi government took the initiative and announced by the Americanized tongue Adel Al-Jubeir that it will not submit to the conditions of the mujahedeen," the statement read.

The group said it beheaded Johnson, 49, when its deadline expired Friday.

Asked about the al-Qaida statement, al-Jubeir said Sunday on CNN: "We have never negotiated with terrorists. We don't intend to do so. I believe what the al-Qaida people were trying to do is trying to justify a murder that is unjustifiable under any faith or under any principle of humanity."

Al-Moqrin was killed along with three other militants in a Riyadh gunbattle Friday night, hours after photos of Johnson's body and severed head were posted on a Web site.

The others killed were identified as Faisal Abdul-Rahman al-Dikheel, Turki bin Fuheid al-Muteiry and Ibrahim bin Abdullah al-Dreiham. Al-Jubeir said al-Dikheel was believed to be the No. 2 al-Qaida militant in Saudi Arabia "working closely and immediately under al-Moqrin."

One security officer was killed and two were wounded in the gunbattle, the official Saudi news agency reported.

The Interior Ministry said 12 suspected militants also were arrested in a sweep of the capital.

Al-Qaida has announced that Saleh al-Oufi will replace Abdel Aziz al-Muqrin as Ameer of Tanzeem Al-Qaida Jazeera Tul Arab. In a statement posted Sunday, the group also promised to avenge the death of its fallen leader. Al-Oufi, a former prison guard, holds the number five spot on Saudi Arabia's most wanted list. Tanzeem Al-Qaida Jazeera Tul Arab vowed to continue to fight against “the apostate regime” in Saudi Arabia and said the killing of its brothers will make the group stronger.

Late Friday, a statement claiming to be from Al-Qaida denied the death of Al-Muqrin however it was quickly dismissed as a fake and a ploy by Saudi intelligence to flush out other operatives when it failed to contain special markings.

Meanwhile there were conflicting reports on whether Johnson's body had been found. Saudi security sources told CNN the body was found, but Saudi spin doctor Adel al-Jubeir told reporters in Washington that the body had not been found. A senior state department official also said no body had been found.

An eyewitness to Fridays ambush, Muhammad Azeem, a Pakistani worker at the Al-Malaz gas station where Friday’s shootout took place has come forward with further details. Azeem said that Al-Muqrin and his companions stopped at the petrol station to buy groceries when security forces surrounded them.

“They started shooting at the security forces,” he said. “They had a machine gun with them. When the shooting started I ran and hid in a corner of the gas station to protect myself from flying bullets.”

Another eyewitness said one of the Mujahideen was killed behind a police car and another died in the middle of the forecourt. One security officer was also killed and one critically wounded. Saudi forces claim they impounded three cars in operations Friday, and "captured machine guns and ammunitions, three rocket-propelled grenade launchers, 16 pipe bombs, fake IDs and approximately $45,000 in cash.

Meanwhile there were conflicting reports on whether Johnson's body had been found. Saudi security sources told CNN the body was found, but Saudi spin doctor Adel al-Jubeir told reporters in Washington that the body had not been found. A senior state department official also said no body had been found.

The situation in Saudi Arabia remains tense with some 200 road blocks set up to search for the two Mujahideen that escaped and in an attempt to flush out other Al-Qaida operatives. With the Saudi ruling family’s lack of popularity and strong support for Al-Qaida amongst the youth inside the Kingdom, the number of operatives in waiting is hard to determine but is estimated to be substantial.

Meanwhile, as Saudi officials are keeping up the appearance that everything is “under control”, the Americans had sharp criticisms for the Sauds. One US senator claimed that “all further relations with Saudi Arabia must be entirely contingent on the kingdom's progress cracking down, reigning in and snuffing out its “terrorist” problem".

The last thing America needs is another "Al-Qaida" headache, particularly inside Saudi Arabia.

The United States has sent a tough message to Saudi Arabia that did not rule out abandoning of the kingdom's oil sector.

U.S. officials said the Bush administration has warned that Americans would not stay in Saudi Arabia unless the kingdom takes significant steps to protect them. The officials said the warning came in wake of the Al Qaida execution of Lockheed Martin engineer Paul Johnson on June 18.

Fewer than 30,000 Americans live in Saudi Arabia, with many of them working in the defense and oil sectors. More than 5,000 Americans were said to have left the kingdom over the last year and many more were said to planning to leave for the summer.

"It could have an effect [on the Saudi oil industry]," State Department spokesman Richard Boucher said. "Saudi authorities, as commendable as their overall effort is, have not yet been able to stop the terrorists to the point that everybody doesn't have to worry anymore."

U.S. officials said despite its assurances, the Saudi government has not carried out a comprehensive upgrade in efforts to protect U.S. nationals in the kingdom. They said many Saudi-owned companies have failed to take significant steps to protect their facilities and Americans from Al Qaida attacks.

On June 20, Senate Foreign Relations Committee chairman Sen. Richard Lugar issued the most specific warning to Riyad. Lugar, a Republican close to Secretary of State Colin Powell, said that unless Saudi Arabia provides better protection to Americans "they're in deep trouble with regard to the oil business."

FBI and State Department counterterrorism experts have been in Saudi Arabia helping authorities track Al Qaida insurgents. The U.S. team was said to have been instrumental in the operation that tracked and killed Al Qaida chief Abdul Aziz Al Muqrin and three of his aides on June 18.

A former Saudi police officer has taken over as leader of the Al-Qaeda network on the Arabian peninsula after security forces killed Abdul Aziz al-Muqrin in a gunbattle in Riyadh, Arab media reported Monday.

Saleh Mohammad al-Oufi, 38, who is number four on the kingdom's list of most wanted militants, "has been designated Al-Qaeda chief in Saudi Arabia, succeeding Abdul Aziz al-Muqrin," Asharq al-Awsat said.

The Saudi-owned daily published in London sourced the news to Al-Qaeda itself without further detail.

The Saudi Institute, which bills itself as an independent news outfit based in Washington, quoted "intelligence" to confirm al-Oufi's appointment.

It said the one-time police officer, born in Medina, joined "terrorist networks in Afghanistan, and Bosnia where he was injured and returned to Saudi Arabia in 1995.

"Al-Oufi was in the shadows while al-Muqrin was in charge, because he was busy running the secret Al-Qaeda camps in Saudi Arabia. He was essentially responsible for training, recruitment, and logistics," the institute said.

"Saleh al-Oufi is the most dangerous" of the Al-Qaeda lieutenants left alive in Saudi Arabia, said Al-Hayat, also Saudi-owned and published from London.

JIDDAH, Saudi Arabia - Saudi Arabia on Wednesday announced a limited amnesty for Muslim militants who turn themselves in within 30 days, saying they will not face the death penalty and will only be prosecuted if they committed acts that hurt others.

"Those who surrender voluntarily within no more than one month from the date of this speech ... will be treated according to God's law," Crown Prince Abdullah said, reading a brief announcement on behalf of his half brother, King Fahd, on state television.

He said the offer was open to anyone who has not yet been "arrested for carrying out terrorist acts."

"We are opening the door of amnesty ... to everyone who deviated from the path of right and committed a crime in the name of religion, which is in fact a corruption on Earth," he said.

"We swear by God that nothing will prevent us from striking with our full might, which we derive from depending on God," anyone who ignores the offer, Abullah said.

The offer came five days after Saudi authorities killed Abdulaziz al-Moqrin, the alleged ringleader of Saudi al-Qaida cell blamed for the decapitation of American aviation worker Paul Johnson Jr. and a number of deadly attacks against Western targets.

The participation of Saudi militants in the violence in Iraq also has come under increasing scrutiny in recent days.

Holy war?

Earlier Wednesday, Saudi Foreign Minister Prince Saud said that calls for holy war in neighboring Iraq are illegitimate and that Saudi Arabia does not permit its citizens to go fight there.

Saudi newspapers recently have published obituaries and news of funerals held by Saudi families for loved ones said to have died fighting the U.S.-led occupation in Iraq.

Also, the Arabic dialect of a kidnapper in a videotaped statement of the beheading of South Korean hostage Kim Sun-il, a 33-year-old employee of a supply company in Iraq, also pegged him to many Arabs as hailing from the Arabian Peninsula.

"We don't allow that," Prince Saud told reporters when asked about Saudis fighting in Iraq. "Why should people go to Iraq for a holy war? Iraq is a Muslim country and the only religious duty in Iraq should be to help the Iraqi people. Any call for holy war (in Iraq) is illegitimate."

He did not say what sort of measures are being taken to ensure Saudi militants don't go to Iraq.

Last week, a Saudi family held a funeral in the northern city of Hail, where relatives received condolences for a Saudi reportedly killed in Fallujah, Iraq.

Some Saudi followers of a prominent hard-line Saudi cleric, Sheik Saleh al-Fawzan, also reportedly visited Iraq, going into Fallujah recently and distributing 10,000 copies of a book al-Fawzan wrote that includes calls for holy war against Americans.

Foreign fighters

Foreign fighters, Saddam loyalists and radical Shiite militiamen are all fighting the U.S.-led coalition in Iraq. There are no reliable figures on how many Saudis have gone to Iraq to fight or encourage militants.

The foreign minister referred questions about developments in the most recent terror attack in Saudi Arabia -- the June 12 kidnapping of Johnson, whose beheading was announced six days later on the Internet -- to the Interior Ministry.

Authorities were still searching for Johnson's body. Al-Moqrin, the alleged mastermind of his kidnapping and many other attacks was killed in a shootout with security forces last week. Several other militants were killed, injured or arrested in what the Saudis said was a big setback to al-Qaida in the kingdom.

"We believe that what happened was a major blow to the terrorists, but when the danger ends it will be clear," Saud said. "We will never waver. We will never stop until we have all the assurances and guarantees that it is over. ... It is important to be assured that it is crystal-clear over."

The prince also reiterated that foreign residents of the kingdom should feel assured that measures are being taken to keep them safe.

Security measures have noticeably increased throughout the kingdom, with razor wire and high walls being erected around residential compounds and some office buildings. In the eastern oil city of Khobar, where many foreigners work and where a May terror attack killed 22 people, armored personnel carriers, soldiers toting machine guns and piles of sandbags are visible outside housing compounds for Westerners.

Saudis Try To Flush Out Al-Qaida With Claim Of Amnesty

Saudi Arabia has offered al Qaida operatives inside the kingdom a one-month amnesty and claim that Mujahideen who hand themselves within the timeframe in will not face the death penalty but will be prosecuted for any attacks on civilians.

The announcement was made on state television by Crown Prince Abdullah on behalf of his half brother, King Fahd. He said the offer was open to anyone who has not yet been "arrested for carrying out terrorist acts".

"We are opening the door of amnesty to everyone who deviated from the path of right and committed a crime in the name of religion, which is in fact a corruption on earth," he said.

The Saudis insinuated they would launch a largescale military operation to round up those who ignore the deadline, an act that surely has the interests of America in mind. The Kingdom has come under increasing pressure from Washington who sees the uprise in violence as the Saudi regime out of controlled.

Saudi envoy's Zionist claims 'are offensive'

The Saudi ambassador to London has reinforced controversial claims by the kingdom's royal family of a link between "Zionists" and recent al-Qaeda terror attacks in the country.

In a television interview, to be broadcast today, Prince Turki al-Faisal is asked about comments made by Crown Prince Abdullah, Saudi Arabia's de facto leader, that "Zionist hands" have been behind the attacks.

The ambassador replies: "When you're under attack by people who come and kill your countrymen and visitors to your country, and you see at the same time an attack on the kingdom from the outside, from Zionist circles, it is natural to make a connection."

He declined to expand on his remarks yesterday but his comments were condemned by Lord Janner of Braunstone, the former Labour MP. "In my view it is highly offensive and he must realise that the statement is totally unfounded."

"No terrorism serves the interests of Zionism. The allegation by the Crown Prince was rubbish and he must know that."

Prince Abdullah made his original remarks when he addressed a conference of leading Saudi officials and academics last month after an attack on contractors at the Yanbu oil facility that left six Westerners - including two Britons - dead.

"Zionism is behind it," he said. "It has become clear now. It has become clear to us. It is not 100 per cent, but 95 per cent that Zionist hands are behind what happened."

In his interview today, Prince Turki contends that Saudi Arabia has been subjected to concerted attacks by "so-called 'experts' with Zionist connections" for 50 years, and particularly since the terror atrocities of September 11, 2001.

"Is it beyond any comprehension or understanding that such attacks come at us from the Zionists on one side and from al-Qaeda on the other side and not make connection between them?" he asked.

The ambassador also says that the families of victims of terror attacks committed in Saudi Arabia, including Westerners, can still insist on the death penalty for their killers under Islamic sharia law, despite the offer of a state amnesty to terrorists who surrender in the next month.

He insists that the regime is doing everything it can to root out terrorists and rejects claims that the Saudi royal family's days are numbered.

One Of Saudi Arabia's "Most Wanted" Surrenders In Amnesty Deal

One of Saudi Arabia’s most wanted surrendered yesterday, the second suspect to turn himself in under a one-month government amnesty announced last week.

Othman Hadi Al-Maqbul Al-Amri, 37, gave himself up after two years on the run, an official source at the Interior Ministry said.

“I surrendered of my own free will, having trusted the words of Crown Prince Abdullah,” a local journalist quoted Al-Amri as saying after his surrender.

A well-known religious scholar, Safar Al-Hawali, who served as a mediator between Al-Amri and the authorities, said the suspect was due to meet Assistant Interior Minister Prince Muhammad ibn Naif later yesterday.

Al-Hawali, who has offered his service as a mediator in the past, said he had been in contact with Al-Amri since last Ramadan.

Al-Amri “came this afternoon from Bani Amr (in Asir) to Jeddah,” he said.

“Othman thanked the crown prince for his amnesty and called on the other (suspects) to take advantage of it,” he added.

A source told Arab News the suspect insisted on driving to Jeddah on his own and surrendering only at Al-Hawali’s home on Arbaeen Street.

Plainclothes police surrounded the house shortly after his arrival.

Al-Amri figures 21st on the Interior Ministry’s most-wanted list established at the end of last year.

The list included 26 suspects but to date 11 of them have either been killed or jailed.

Al-Amri’s surrender came five days after Custodian of the Two Holy Mosques King Fahd announced the partial amnesty aimed at ending a wave of Al-Qaeda-linked attacks, mostly on foreigners.

Officials said the state would drop its claims against the militants but added they would then face being tried under Shariah law. This would mean that families of their victims could press for punishment.

Al-Amri, a renegade former non-commissioned army officer, fought in Afghanistan, a source said, but declined to say whether he had been directly involved in recent attacks.

Al-Amri was from the southwestern province of Al-Namas. He reportedly dropped out of primary school, but later joined a technical school affiliated with the Defense Ministry, graduating as a corporal and later being promoted to sergeant. He was fired for corruption and theft, rehired and discharged again.

Al-Amri, married three times and twice-divorced with five children, later worked as a court clerk and opened a vegetable stall. His family said he disappeared in December 2002. They speculated in Saudi press reports he probably had gone to Iraq after the US-led war started in March 2003.

Last year his mother told a local newspaper she believed he died there.

A former associate said Al-Amri was short-tempered but not particularly religious and rarely prayed. Both his mother and his wife Aziza believed he was bewitched and consulted a number of religious scholars for treatment.

Amri was close to Saaban Al-Shehri, a wanted militant who turned himself in last week, he added. Shehri was not on the list of 26 most wanted suspects.

Interior Minister Prince Naif said this week the amnesty was a sign of the Kingdom’s strength, not weakness.

“After the one-month deadline we will hit them harder,” he said yesterday.
