A group (society) whose intents and actions are self benefiting to the group.
An anarchy would be the antithesis with the objective being only the consideration of the individual .

Actually, I could have left out the stipulation of 'civilized' as primitive cultures also incorporate rule sets....but the successes of such have in practicality resulted in what we see as advanced cultures....technology, medicine, arts.....the process had to start somewhere......but the result is what we see in the benefits of cooperation.......and that comes from Law.
