In a non-policy training manual, "the United States has been listed as a country where prisoners are at risk of torture document produced by the Canadian foreign ministry."

This, spurned by the deportation of Mahed Arar, a Canadian citizen on his way through the US via a connecting flight, to Syria where he was tortured for 10 months and finally released and exonerated. The incident showed that Canadian diplomats had no training in recognizing torture victims and this manual has been created to identify nations that torture and to assist in the training of diplomats.

In addition to being a country which has fallen in US Press freedom from 17th in 2002 to 53rd in 2007 due to threats against reporters, forcing them to reveal sources or go to jail, and confiscation of journalistic materials without a warrant all in the name of combating terrorism, this is a very sad realization for other countries to come to and how we are regarded in the international community.
