Congress must make a declaration of war. Now they call it an emergency, and continue it for 4 years.

Are these established towns or newly incorporated towns?
Do you have a link that describes the extent of this ?
Not heard of this in Ohio and I don't see the rationale for it.

I've heard there have been economic reasons in small towns.
How is that a negative other than the financial health of an incorporated municipality?

Again the term 'absolution' is used. I don't see the connection to what you describe and what the word means.

I don't know the situation in NC, but there have been considerations of the concept of economic zones in Ohio since the building of the Erie Canal.
How does optimizing commerce in this manner intrude on humanity?
