A man alleges that police entered his home illegally and ripped a catheter from his body during a child pornography investigation that led to the arrest of two neighbors.
Andrew Glover, 60, of New Britain filed a notice with the city Thursday that he intends to pursue a federal civil rights lawsuit. He accused the officers of inflicting severe injuries as he was recovering from intestinal surgery in February.
Glover's lawyer, Paul Spinella, said police entered Glover's apartment Jan. 30 and Feb. 28. Glover wasn't involved in child pornography, has not been charged and has no criminal record, Spinella said.
"The poor guy," Spinella said. "They ripped the catheter off his person. They assaulted the guy. He's got major problems as a result of this. He's a mess now."
Lt. James Wardwell, a police spokesman, said Friday that the department had not received the intent-to-sue notice and would not comment. A message was left for the city's corporation counsel.
Glover has two years to file a lawsuit in U.S. District Court.
Spinella said officers "tossed" Glover's apartment during a search Jan. 30. In February, he said, Glover returned home from the hospital after his surgery to find officers searching his apartment again. That's when they assaulted Glover and left him alone in the apartment without calling for medical help, Spinella said.
The police didn't have search warrants, Spinella said.

Forty-year-old Officer Charles Porter, who had been assigned to the gang bureau, was arrested Thursday on suspicion of second-degree assault.
The family of 16-year-old Juan "Willie" Vasquez says the teen has undergone at least two surgeries following the alleged attack April 18.
A police report says at least two police officers witnessed the incident that followed a foot chase after Porter allegedly saw Vasquez consuming alcohol.

For the second time in a week, a Durham police officer has been charged with assault while on duty.
Const. Glen Turpin, 38, was allegedly in a physical confrontation in a holding cell in March 2006 and again at a holding cell in June of last year.
Both incidents allegedly happened at a police station in Whitby, Ont.
The 17-year veteran has been suspended with pay.
Last week, Const. Craig Wiles was charged with two counts of assault.

A Fordland reserve police officer has been suspended from duty after being charged with forcible rape of a 14-year-old girl.
Earl Leon Thompson, 42, of Fordland, is accused of having sex with the girl on two occasions, according to court documents.
During one incident, Thompson allegedly ripped off the girl’s clothes and had sex with after she “asked him to stop and he wouldn’t stop,” according to a probable cause statement prepared by a Webster County Sheriff’s deputy.
The alleged rape came to light May 7, when the girl’s mother and stepfather contacted the sheriff’s department.
The stepfather told Deputy John Everett he became concerned after seeing a cell phone text message to the girl that said “I luv you” and had a heart next to the message.
He questioned the girl, who broke down in tears and said she and Thompson “went all the way,” the statement said.
The 14-year-old later told the deputy that she had sex with Thompson — who court records show was divorced Jan. 14 — on two occasions, most recently about April 26.
She said she asked Thompson to stop but he would not, and later told her to “let it go” and that if she ever told anyone about it he would “make sure she never saw her parents again,” the statement said.

Police start to get nervous
But something was wrong – Banks could see officers from the various jurisdictions franticly making cell phone calls and talking to each other – after a while, Officer Karen Gallagher, the mean spirited officer in charge, who told Rich’s wife she did not want to be filmed because she might want to go back to “under cover work some day,” came over to Rich and said they were going to go easy on him and release him. But . . . Gallagher said he could not get his gun back until he “proved ownership” because there was no record of his gun in police records. Mr. Banks – a “gun smith” with a federal gun dealer license – explained to Gallagher that her seizure, arrest, and search of his person was unlawful and demanded his property be returned immediately because there was no more reason he had to prove he owned the gun than to prove he owned the TV in his house. Retorted an angry Gallagher, “I heard enough from you tonight!,” slamming the squad door in a huff.
