Kennedy Returns to the Hill

Senator Edward M. Kennedy made a dramatic but decidedly informal return to the Capitol on Monday and pronounced himself eager to work on an economic-stimulus package and health-care reform.

“I feel fine,” the Massachusetts Democrat told greeters outside the caucus room of the Russell Senate Office Building. Mr. Kennedy was escorted by his wife, Victoria, and their two Portuguese water dogs. He walked with the aid of a cane that once belonged to his father, the late Joseph P. Kennedy.

Democrats propose $25 billion in loans for carmakers

Reporting from Washington -- Leading Democrats in Congress unveiled plans Monday to help financially troubled U.S. automakers with $25 billion in emergency loans as lawmakers prepared for a showdown over expanding the government's role in shoring up the economy.

But with President Bush and many Republicans expressing skepticism, the prospects are uncertain at best for action before the lame-duck session of Congress ends -- probably this week.

The bailout, in the form of emergency loans, is in addition to a $100-billion stimulus plan from Senate Democrats that includes aid to revenue-strapped states, extension of jobless benefits, funding for infrastructure projects, energy assistance to low-income families and help for families at risk of foreclosure.

Kennedy Announces Plan to Submit Bill For Universal Care

Sen. Edward M. Kennedy (D-Mass.), making his second appearance on Capitol Hill since he began treatment for a malignant brain tumor in June, told reporters yesterday that he would advance a bill early next year calling for universal health care.

Some Democrats, including members of President-elect Barack Obama's circle, have begun to view expanded coverage as a longer-term goal.

Kennedy acknowledged the competition. "There's some major issues, obviously, the economy and also environmental issues," Kennedy said on his way to a staff meeting, where he was greeted with cheers.

"But the president-elect has indicated that this is going to be a priority, and I certainly hope it will."

WASHINGTON (Reuters) - Senate Democrats on Tuesday yielded to the wishes of President-elect Barack Obama and allowed Joe Lieberman to keep his committee chairmanship despite having backed Republican John McCain for the White House.

At a closed-door meeting, Senate Democrats meted out lesser punishment, passing a resolution of disapproval and stripping Lieberman of the chairmanship of an environment subcommittee.

There were fears that Lieberman, a former Democrat turned independent, might become a Republican if he lost the chairmanship of the Homeland Security Committee.

"This is not a time for retribution," said Senate Majority Leader Harry Reid, a Nevada Democrat, adding that "we need to be unified" as the Democratic-led Congress wrestles with a host of problems, including the worst economic crisis since the Great Depression.

Alaska Sen. Ted Stevens has lost his bid for a seventh term to Anchorage Mayor Mark Begich.

The longest-serving Republican in the history of the Senate trailed Begich by 3,724 votes after Tuesday's count, an insurmountable lead with only about 2,500 overseas ballots left to be counted.

Sen. Stevens was convicted on seven felony corruption counts last month.

Guess LAN will be along in the morning to tell us this story is vile bile. This should be the death knell to Palin's hope to replace Stevens and stay in the news. Hopefully she will join Paula Jones in footnotes to history.
