Now who is the worst...its a tough one...hitler was barbaric for sure as well as others from many years before....If we read older history we hear of very brutal acts..making hitler look like a decent guy.
Without doing some extensive research I would say the worst would have to date back to many centuries ago....this would be based on long term effects for the future.....fueled hate that continues today.Where did it start?...who is the jerk that caused more hate that continues today?....I dont know..but thats my official answer

Out of the Great Recession? He is helping extend it as long at it can go by spending, spending, spending.

The worst could be the one who effects us personally , or ...in historical view , depends .
I would say the worst is one who murders his own people , his own citizens , innocents for irrational/insane reasons .
For me personally , my family , it was the dictator Batista . My father was killed fighting him, picked up rifle and fought .
I did not mention him because in the big picture , he was evil , a criminal , but somewhat rational in his criminality . Its a personal thing .

I suppose the number of victims plays a part too.
