Exporting movie in Premiere Pro 7

Unhappy Exporting movie in Premiere Pro 7
I have footage shot with 2 different cameras. 1 camera was 16:9 and the other 4:3. When editing I changed the pixel aspect ratio to D1/DV Pal (1.067). When I export movie and I playback, it jumps from widescreen to 4:3, especially at transitions.
I've tried changing the pixel aspect to D1/DV Pal Widescreen 16:9 (1.422) but still does the same. Please help.
