The retouching forum at dpreview often has tutorials for making frames. Do a search: http://www.dpreview.com/forums/forum.asp?forum=1006

There are dozens of sites with actions to make frames. These are just the first I came across in a Google search: http://share.studio.adobe.com/axBrowseSubmit.asp?c=41 and http://www.outdooreyes.com/photo41.php3

There are also plug-ins that will make frames but plug-ins aren’t usually free. There are many actions that aren’t free either, but you can usually find enough to get exactly what you want.
