need a photo manipulator
I am looking for a free app. to manipulate photos i.e., place a photo of someone ( standing in a room ) and placing them somewhere else ( into a race car ). . . . . . . . . . tks

I am not sure you will find a freeware program that allows you to do what you want to do. For instance in order to remove a person from a current pic you need to trim all the current background surrounding them and have the current background area be transparent. Then the pic is cropped to size and saved as a transparent gif or png. Both images are prepped then combined to create what you want then saved as Jpeg or whatever format you desire.
Anyway most freeware programs do not go into that type of graphics capability.

I may be wrong and there is one someone knows about so I will be watching this thread for others to answer.

hmmmmm...gimp seems to be history. Thanks for all replies and will try those mentioned. This would be a beginner program which is why free is good.

Gimp for Windows is still very much around but it is the hardest image editor to master IMO. It is also very competent, but not what one wants for a beginner’s program.

If you really want a great Photo editing program that has many capablities one of which you described and others such as Gif animation capability then Photosuite 4 platinum is great. I use it as one of my primary Photo munipulation programs, love it and will not upgrade to Photosuite 5. I will not upgrade because 5 does not have Gif Animation nor does it have the ability to save gif with transparentcy! I E-mailed Roxio with my questions about 5 and their answer was short and basically if you do not like our decision then don't upgrade. Basically I believe they did not want to pay the royalties for the Gifs full usage.
Anyway 4 Platinum is Roxios best product I believe and quite powerful for the price.

Irfanview is not bad. Simple, free and relatively easy to figure out.

Unfortunately Irfanview is a viewer and doesn’t do what the first post requested. You can’t cut someone out of a photo and put them in another scene. If you know how to do that with Irfanview I am anxious to learn how.

Tried it also and it is not an option (irfanview).
Probably have to buy one even if to only use a couple of times.

What was wrong with the Serif software? It has selections to cut stuff out and is about as simple as you are going to find. If you need more that it offers use Gimp.
