You have to be more specific about what you want. IMatch is about the top of the line but it is difficult to use because of all of the capabilities. Photoshop Album and Paint Shop Pro Album are good, as is the album program that comes with PhotoImpact. You can find PhotoImpact 7 with the album on Ebay for $15. It isn’t the latest version but you get an excellent image editor and a good album program for that.

ACDSee and ThumbsPlus are good programs but pricey. I’m using ThumbsPlus but wish IMatch had been available when I started out – it is a pain to switch. ACDSee came with my Pentax camera and I’m not any more impressed with it than I am with ThumbsPlus. IMatch will let you keep track on your computer of things you move to CD or DVD, which the others won’t do.

This is a nice freeware: http://pmeindre.free.fr/MyAlbum.html

If you have paint shop pro they now have add ons for scrapbooking that look nice, there are 5 different CD's you can buy.

You can check it out more here and get a free trial but you have to own paintshop pro to use these add ons. I have not tried the sample yet so I don't know how good it is but there are fourms on Jasc and you might get an idea there of how people like it.

I have older versions of art explosion scrapbook factory deluxe and Hallmark scrapbook studio deluxe and they are pretty nice. I don't print stuff out to use I just save the pages on CD and use them that way.

Take a look at this program
I downloaded the demo of this program and played around with it. It is pretty nice. I wish it had color management, but I can do without it. Armed with digitital pictures a library of stock images, and some imagination, you can do a nice photo album or scrapbook.

Hope it helps,
