Developer Program
http://partners.adobe.com/asn/progra...oper/index.jsp
But it says... annual membership fee of US$195

I like this part better...
However, you don't need to be a member of the program to take advantage of much of the technical information that Adobe makes available to developers. Most Software Development Kits (SDKs), Technical Notes, and the Type Technology Forum can be accessed directly from our Products & Technology page. http://partners.adobe.com/asn/techresources.jsp
