Post text effects => image file...
I am curious if there is a program or perhaps a template for word, that I can input a text document and give it certain effects to look like it was printed say 50 years ago - which would include spotting, browner patches due to light, and other sorts of effects, including less than perfect printing of the letters and such.

I'd also want to be able to add other effects, but this could be done once the image file is already done in photoshop.

I guess to give a better example - not that this is what it would be used for, but in the same idea as - writing a word document now and making an image file which makes it look like it was printed as an official government document in the 50's with the desired effects to make it look so as mentioned above.

Does that make sense? This isn't to be used for anything dodgy, but for a project I am working on.

This is just a basic sample done with psp7 using its aged paper filter and adding a bit of noise. With a bit more time you could get a better result. Do a search for "old photo/paper filter plugins" for whatever program you have.
