Many people prefer Picasa, which is free. http://picasa.google.com/ I don’t think there is a place to download the M$ program free.

I prefer the freeware Irfanview. I’ve tried almost every organization program and like Irfanview thumbnails. It is especially good with the latest revision that lets you include sub-folders. You can make the thumbnails larger so you can make better decisions and there is a navigator on the thumbnail page that lets you make and name new folders. You can hold the Ctrl key while you highlight images, then do all kinds of bulk operations on them including copying or moving them to other folders. You are working in the basic Windows file system and not fooling with proprietary stuff. You can also keep a small HTML file of the large thumbnails on the computer if you move pictures to CD so you can find them easily.

All that being said, you would probably like Picasa better.

I also think it's not possible to get Picture Manager separate from Office Business Suite. But I can understand why you'd want it, even though I've got 8 or 9 photo programs, some much more advanced than Picture Manager, I still wouldn't want to be without it. It's the easiest program I use for cropping (offers set aspect ratios as well as free cropping), and resizing (again an array of presets). You can view the contents of a folder in a number of handy ways, also.

Irfanview also lets you crop to an aspect ratio or preset size and has a list of preset sizes for resize. It also has sophisticated resample filters like Lanczos for resizing in addition to a simple resize. It is a great little program for the price.
