Photo Effects Program
Hey-
I was wondering if I could get some opinions about what program is best for editing pictures, just for "fun" purposes. Like, making a picture into a cartoon, black and white, distorted, different effects, etc. What program has the most options concerning those effects and such?

I use Paint Shop Pro 7 and have been very satisfied with it. There are countless filters that can be added for all sots of different effects. The effects you can create are endless.
I got my program for just under $100., and I have added many filters, some were pay and lots of them are free. Compared to a few other programs I have used in the past, it is fairly easy for beginners to get used to. It is like many other things. If all else fails, read the instructions.

Photofiltre is a free program that has lots of image effects.
