I have a single requirement to design a spiral pattern to be used as a guide for a tattoo.does anyone know how I can do this on a normal pc running win98se which has photoshop 5.5 installed?
Or is there any freeware available that may be able to fulfill my need for this one off occaision.
What do I need for drawing on a pc?

Sounds like you are in for some interesting work.

CorelDraw does spirals very easily.

Photoshop is pretty easy just using the distort > twirl filter. I am not sure about PS5 however.
