Yeah.....www.impawards.com doesn't allow hotlinking......

I remember the Pittsburgh Post Gazette did something like that of the Vince Lombardi Trophy when the Steelers won the Super Bowl and I can try contacting them because I remember they said there was some software they used to do it.

I believe that is called a mosaic. Here's a free program that I had bookmarked. I was going to try it, but never got the time, so I don't know how well it works.
