I think Jacs Animation Shop is very easy to understand & is part of the Paint shop Pro family

That's depends on the purpose but flash is a great tool for animation if you will use it for the web but can also make manual animated gif if you like

Flash is probably better. Though Photoshop can make animations it is much easier in Flash. In fact, many cartoons (on TV) are made with Flash.

Photoshop CS3 and Flash CS3 are quite good.
