It depends what they are licensed are on Deviantart. Could you give me a link to the page with the brushes?

From the Terms of Service:
“deviantART is, unless otherwise stated, the owner of all copyright and data rights in the Service and its contents. You may not reproduce, distribute, publicly display or perform, or prepare derivative works based on any of the Content without the express, written consent of deviantART.”

Seems pretty clear. I doubt there would be any problem displaying stuff made with their brushes for non-commercial purposes, but I would think you could have some problems with a commercial enterprise like selling t-shirts. Your chances are pretty low of their becoming aware of the enterprise if you didn’t advertise online. But they could cause problems for you if they did become aware and could prove their brushes were being used for commercial purposes without permission.

slipe, it seems a little unclear to me.
The brushes are a tool, they wouldn't be reproduced and placed on a shirt (at least I don't think thats what was meant) but rather used to create a picture to be placed on a shirt. How would using those brushes be any different than using Photoshop itself (which is copyrighted) to make graphics? Mind you I'm not sure if the statement "or prepare derivative works based on ..." is targeted at using the tool to create new works.

From what I understand most stuff is submitted by independent parties that can have copyrights. Brushes can be distinctive and using them for commercial purposes might have implications.

With Photoshop you are licensed to perform commercial work with the program.

They evidently have a pretty comprehensive help desk. It might be worthwhile to ask there.
