the best "free" is probably The Gimp...very steep learning curve though

Don't know much about any others but...

for quite cheap you can buy Paintshop pro v7 or v8, which is now owned by Corel, or Photoshop elements v4 or v5 and probably be set for life... both can be found for less than $50 US and will do anything you want unless you are a pro... there are also a bazzillion tutorials online for both

There is a front end for Gimp that makes it work a lot like Photoshop. So if you ever wanted to upgrade to Photoshop or Elements you would be working in the same way. It is also free. http://gimpshopdotnet.blogspot.com/

Serif makes an older version of their PhotoPlus editor available free: http://gimpshopdotnet.blogspot.com/ It is probably the easiest to use.

Paint.NET that Calyus linked is a good balance between the two.

If you want something better than the free organizers and viewers like Picasa and Irfanview for occasional use I think you would probably do fine with Paint.NET or PhotoPlus.

If you plan on investing time and effort into learning photo editing I would suggest this: http://cgi.ebay.com/NEW-Corel-Paint-...QQcmdZViewItem There are plenty of tutorials online and the program is quite close to Photoshop in capabilities. It has things like actions and advanced color management missing in free software.

There was a big improvement from version 9 to 10. Reviews say the newest version 11 isn’t worth the upgrade if you already have 10. For $20 delivered it is a good program if you are planning on doing more than occasional basics.
