Exclamation Special Effects Filters Missing

Here's the scoop:

1. downloaded grants tools into my pse 5 (vista)
2. Discovered under palette that all the original filters under special effects had disappeared(colored pencil, crayon, etc)
3. Uninstalled grants tools
4. uninstalled pse 5, reinstalled with the firewall off
5. Opened up an image in pse5, 8 bit, discovered that thumbnails were back in special effects filters, but each time I clicked on the filters, got error message: "Command for (fill-in special effect filter) not currently available.
6. I opened up the directory and i can actually see the files for the special effects filters IN THERE....
7. I also tired uninstalling, and loading in the non-vista pse 5, then loading in the patch....still didn't work.

8. I've lsot almost all the filters in the special effects catagory -- nobody can figure out why!

Also -- the "Filter Gallery" in the pull down is greyed out, also

HELP!!!
