Best software for cut and paste
I am looking for the best (features and cost) software that allows cutting and pasting on scanned photos

What do you mean by "cutting and pasting on scanned photos"? You can use Paint to cut and paste chunks of a photo, but I'm guessing that you're looking to something other than that.

I wouldn't recommend downloading and installing any of the programs Nebastion linked to. That's likely just the results of a random web search, and installing junk on your computer is only going to lead to more problems.

Explain a little better what you are attempting to do. Cut and paste is about the simplest thing to do unless you are trying something unusual such as removing one face from a crowd. With a better explanation its likely someone here can give instructions of either something already on your computer, or a free safe download.

There are dozens of free options out there, listing the features of those alone would take pages.

A little more detail as to what you're trying to accomplish would help us narrow down the list.

Sound like you mean "Cloning" ... But Copy n Paste (or inserting) is also available.
Best Price ... Best features ... Short of the professional Photoshop.

paint shop pro was solded to Corel a few years back, the last one that Jasc had out 9 which you can get for free here

For the last few years, at Christmas time, I go through the family photo archives and pull out photos long forgotten and present a framed photo to my wife of 40 years. Some bring tears some bring laughter. It is something the whole family looks forward to now. I wanted to bring a diffrent slant this year by transplanting heads. So I need a program that I can accomplish this feat. I do not mind paying whatever but the main criteria is user friendly.

What you want then is "Arcsoft Funhouse" if you have 2 photo you can put the face of one in the other one plus match the skin tone here is the link to it

That sounds like a fun Project.
I'm not sure what tools the Gimp has .. But this would be user friendly in Elements ..
After you spend about a year learning how to use all the tools and keyboard shortcuts...
And having the training videos would be a big help

I'll bet .. If you wanted .. And attached some projects and instructions ...
They might magically get new Faces .. While you're learning.

I also like adding speech balloons for a extra touch of humor ...

Theres another program call "FaceSwapper" by Luxand thats user friendly.
