have you tried to go to the Control Panel,
Add new hardware section? Then search for your make of webcam and when Windows asks where the driver is, go to the program that came with it

Webcam light comes on when the computer is booted up, but we can't get a picture on the moniter. Computer says driver is installed everything should be working but it isn't. Operating on Windows Vista and using logitech webcam. What seems to be the problem?
