What video editing programs will allow me to do a stop motion?
a stop motion effect on my video clip.

Windows Media Player has a stop button (right next to the play button.)

In general for true stop motion, take a snapshot of the video (most editors allow for this) and then add that back in where you want it and set the time you want the image to be displayed for.

so i have to do that for every frame?
what if i want it to go on for a about 3mintues?

I didn't see a slow down effect on Windows Movie Maker, but both my versions of Pinnacle Studio and Adobe Premiere have a slowdown tool. With Windows Movie Maker, you would have to do an abrupt transition, going from video to a still that you captured. Then all you have to do, and it's the same on Pinnacle and Premiere, is add the image to the timeline and drag it to the time you want.

Really easy, but don't make me look at a still image for 3 minutes unless there's plenty of chips and drinks.

Sounds like you want to make a video slideshow instead? If you are doing a lot of frames then perhaps you do not want stop motion but rather slow motion. I also have versions of both of those mentioned by antimoth and in Premiere I can slow a clip that's about 2.5 seconds down to .01%...or nearly 8 hours!

Stop motion in animation
Stop motion is really a technique used in animation films where by you have a fixed camera and set in which characters are moved a bit at a time beween each seperate frame photographed. The frames are then imported onto the timeline and made into a video.
if you want to do this a good still camera to use is a Cannon G9 which also has an automatic stop motion facility to take shots at regular intervals for up to 2 hours, A good way to get thos boiling clouds in th sky!

Windows movie maker also has a slow motion option, import your vid, drag it to the time line, then choose add video effects...

Otherwise if you want pics, in the video preview window, there is a camera icon. Press it, then click the next frame button and press the camera again. Repeat until you have snapshots of all the pics (they will appear in WMM as well as your My Pictures folder).
