my brother has a newer laptop running win7 and wants to hook it up to an older tv (analog?) with only rca ports...the laptop does NOT have svideo only vga what kind of cable/cord would I need? does it have to have some sort of converter box?

Based on your description of the TV, your brother would need a VGA to composite video converter box. The boxes come in a range of quality of conversion and price.

Don't even bother trying the cheap VGA to RCA cords being sold all over the place on line. Unless the hardware in your brother's laptop has a specific hardware option to switch to outputting composite video on the VGA connector, those cables will not work for him.

Assuming your brother has a TV for use in North America, the best resolution would be a bit less than 640x480 pixels with some of those pixels disappearing beyond the edges of a typically overscanned CRT TV set. Don't expect to see sharp transitions between different colored areas (like white text on a red background).
