After a reboot, there's no reason not to. Sometimes they're used for configuration or installations over a reboot, but then they're not needed.

fwiw, if you want to dump all temp files, I use an app called ATF (oddly enough, for all temp files). Does a pretty good job of cleaning, does blow out the prefetch file, which slows down the next boot a touch, but does a lot better job than windows disc cleaning does.....

and it's free.
