Check all your lines and that the float is not stuck. Try tapping the side of the carb with a hammer (not too hard, of course). Turn the mixture valve all the way in (not too hard) and back it back out (to where it was because you counted the number of turns).

Is the gas tank metal or have dirt in it? There probably is something clogging the carburetor. Also, check the air filter and clean or replace it.

Please replace the filter first if it has one. Here is why I say this.

I was sixteen with my first car. 1969 Pontiac Tempest. I rebuilt the carburator because of the engine bogging down at higher speeds. After the rebuild, this car would only go 10 mph before bogging. Due to my lack of experience, I chose to junk the car. A week later, the son of the junkyard owner was seen driving this same car by a friend of mine. My friend had asked the guy what was wrong with the car and Loe and behold, the filter needed replacement. I felt like such an idiot. Live and learn, I guess.

I bought a brand new Buick leftover a long time back. Within a week, it developed a problem where it would drive fine unless I stepped on the gas too hard, then it would sputter and cough. That turned out that the car sitting on the lot for months had developed a fine coating of rust in the tank, when I filled it with gas and it sloshed around, it put it all in the fuel filter. However, I didn't trade it in, they managed to figure it out and fix it.
