Is it possible to alter a video camera to record at 24 frames per second rather than 30? If so, how would do that?

Yes, by software. But ... what is the point. More frames better quality

well. i guess the point would be that you could dump the footage directly to movie film frame by frame and not have to worry about frame blending. that's how they did the recent star wars films. i was just wondering if you could do it with a consumer model video camera.

Yes, but this would require someone of such high expertise that you might as well just buy a camera that can do the pulldown in camera (DVX100) or shoots natively in a "true" 24fps format, there are many on the market that can do so. Do you plan on doing a print to 16mm? If so I'd imagine you'd want to hire a post production supervisor as a consultant before deciding on your production workflow, as the process done incorrectly can cost you in the tens of thousands of dollars.

Dropping the framerate from 30 to 24 fps does not require frame blending, that is simply a method used sometimes during the process. The drop in framerate can have an odd cadence on certain types of shots, however, whether frame blending is used or not.
